Found a lutino cockatiel in my driveway. It was very weak and could no longer fly. He/she is doing much better now since it began eating (it was clearly starving). Despite the fact that it now tweets often and moves all over the cage still I don’t think she/he is all there. I believe she might need vet care ASAP. She has some bruises and does not act like a 100% healthy bird (right now I can not afford to take her to a hospital. I honestly wish I could). Maybe I am wrong about her health but I used to own a grey parrot years ago and this cockatiel acts strangely some times. Anyway I hope I can find her owner soon.
