Found – Dove w/ green string tied around the leg (La Palma, CA)

This bird is a very pale brown color with a dark crescent shape at the neck. It strongly resembles a Eurasian Collared Dove. As I have no experience with birds, I cannot be certain what it is. It is very comfortable around humans and clearly was someones pet. Please contact me if you think this might be your bird.
